The federal system of government in the USA authorizes the US Congress to establish two levels of federal courts below the Supreme Court: the U.S. district courts and the U.S. circuit courts of appeals. A circuit court of appeals hears appeals from the various district courts located within its circuit/region, as well as appeals from decisions of federal administrative agencies. Moreover the circuit court of appeals has nationwide jurisdiction to hear appeals in specialized cases like those involving patent laws and cases decided by the Court of International Trade and the Court of Federal Claims. As of now a total of 94 district courts and 12 regional circuit courts exist in the USA.
Unlike in the United Kingdom, the legal and lawyer system in the United States does not differentiate between a lawyer (also called attorney-at-law or counsellor-at-law in the USA) who pleads in court and the one who does not. The federal prosecutor (called U.S. Attorney) represents the United States federal government in United States district court and is the chief federal law enforcement officer in the district, responsible for both federal criminal prosecutions and civil cases.
In the legal and lawyer system of the United States the Congress has created three administrative agencies within the judicial branch. The Administrative Office of the U.S. Courts manages the day-to-day operations of the courts, including matters like payroll, equipment, and supplies. The Federal Judicial Center conducts educational and training programs for judges and court personnel and does research in the fields of court operations and administration. The U.S. Sentencing Commission develops advisory guidelines for federal judges in imposing criminal sentences.
