Customs Procedures

Import Procedures
When goods are imported into Sweden, it is the responsibility of the importer or his agent to make the Customs declaration. The SAD (single administrative document) is used for this. The document may be presented in Swedish, Norwegian, Danish, English or German. An invoice must be presented with the SAD duly filled out.
Specific Import Procedures
The importing of food containing meat or milk for personal consumption is prohibited, unless the goods are accompanied by the necessary documents from the veterinary services of the country of origin. Products for young babies: milk, food and special food on medical prescription may be imported on condition that they do not need to be refrigerated before opening, that they are packed under a brand name for direct sale to the final consumer, and that they are not damaged.
Other products which are also prohibited: human semen, earth, cordless phones, medicines for personal use, dangerous objects as defined by IATA, perishable goods (except for member States of the EU), arms, fauna and flora.
Importing Samples
For importing, exporting and re-exporting commercial samples, the ATA carnet may be used.

Customs Duties and Taxes on Imports

Average Customs Duty (Excluding Agricultural Products)
Transactions carried out within the EEA are exempt from duties.
The Common Customs Tariff (CCT) of the European Union is applied to goods from outside the EU. In general, duties are not very high, especially for industrial products (4.2% on average).
Products Having a Higher Customs Tariff
Duties for countries outside Europe are relatively low, especially for industrial products (4.2% on average for the general tariff); however, the sectors of textiles, articles of clothing (high duties and quotas) and agri-food (average duty 17.3% and many tariff quotas, CAP) still have protection measures.
Preferential Rates
Granted to imports from countries with which the European Union has signed trade agreements ( Australia , C anada , United States, Mexico, South Korea, EFTA) Mediterranean agreements ( Turkey , Israel , Jordan , Morocco , Palestine , Tunisia , Egypt , Lebanon and Syria) and ACP agreements.
Customs Classification
The European Community (EC) Combined Nomenclature integrates the Harmonized System Nomenclature and comprises supplementary subdivisions with eight digits and its own legal terms created for Community purposes.
Method of Calculation of Duties
Practically speaking, it is the TARIC code (made up of 10 digits) which enables Customs duty rates to be defined as well as the Community regulations applicable when a product is imported from a country which does not belong to the European Union. To find out the Customs duty on a product based on its country of origin, you should consult the TARIC database.
When goods from outside Europe enter the Swedish market, Customs duties are calculated Ad Valorem on their CIF value, in conformity with the Common Customs Tariff (CCT) valid in all the countries of the EU.
For further information concerning the implementation of Customs policy in Sweden, please consult the Customs Administration.
Method of Payment of Customs Duties
Customs duties are paid by bank transfer.
