According to Law 372/2005, through the energy certificate, any future buyer or tenant are informed about the dwelling's energy performance, rated by the annual energy and the heating, warm water and electricity consumption, respectively, in kWh/sq,.m.

The energy consumption ranges from class A for a highly energy-efficient apartment to class G for a low energy performance, contingent upon the dwelling's total annual specific energy consumption. Most of the old buildings in Romania belong to the class C and D energy performance, whose annual heating, warm water and electricity consumption exceeds 200 kWh/cu.m, official statistics say.

Authorized auditors may issue energy performance certificates for buildings, and they are valid for ten years since released.
