Changes take effect from 1 January 2013. The effect on U.S. trade is limited but it will disadvantage higher quality/priced products. The Government of Norway (GONO) announced to change specific duties to ad valorem duties for six tariff lines comprising beef steaks and fillets, lamb carcasses and hard cheeses (see table below). Changes take effect from 1 January 2013. In addition the GONO proposes: -An import quota of 500 tons beef steaks and fillets from developing countries at reduced duties. -Fourteen import cheeses are exempt from the switch to ad valorem duties. The duty for these cheeses is 27,15 kr/kg in 2012. The annual export value of U.S. meat and dairy products to Norway under the affected HS codes, is limited (see table below). During, the past six years, trade under these codes ranged between US$ 0 (2010) and US$ 199,928 (2008). As the import duty will be changed from specific to ad valorem it is anticipated to disadvantage higher quality/priced products, such as U.S. high quality beef. However, specific duties could work to the advantage of U.S. cheese.
