As its recreational boating infra-structure improves and its leisure marine industry grows, the marine sector in Ukraine will undoubtedly become an area of significant opportunity.

SUMMARY AND OVERVIEW Ukraine is situated in Eastern Europe between Belarus, Hungary, Poland, Romania, Slovakia and Moldova in the west and Russia in the east and is the second largest country in Europe (in size) after Russia. Ukraine is made up of 24 provinces (Oblasts) and one Autonomous Republic (Crimea) and the capital city is Kiev. After Russia, the Ukrainian republic was far and away the most important economic component of the former Soviet Union, producing about four times the output of the next-ranking republic. Ukraine was granted Market Economy Status by the European Union (as of 1 December 2005) and by the United States of America (as of 1 February 2006). In May 2008 Ukraine became a member of WTO and the talks on a deep and comprehensive Free Trade Agreement with the EU have been initiated. This will open the door to more trade passing between Ukraine and EU member countries making it one to watch for the future. Ukraine's economy has been relatively buoyant despite a bumpy ride politically since its independence in 1991 following the break up of the USSR. Real GDP growth reached roughly 7% in 2006-07, fuelled by high global prices for steel, Ukraine's top export, and by strong domestic consumption, spurred by rising pensions and wages. The drop in steel prices and Ukraine's exposure to the global financial crisis has lowered growth in 2008 and the economy is likely to contract throughout 2009 and possibly beyond. The IMF extended a $16.5 billion rescue package to Ukraine in November 2008 to boost its cash reserves and aid its currency during the global financial crisis, but ultimately putting more pressure on the economy. Until the onset of the global economic crisis, Ukraine was becoming an increasingly important export territory for the UK and in 2008 British exports to Ukraine rose by 31% to £573.9million at the same time Ukrainian exports to the UK rose by 38% to £178.7million. Ukraine?s southern borders are washed by the Black Sea and Sea of Azov; the Dnipro River and other big rivers offer good opportunities for establishing yacht clubs. Particularly favourable conditions can be found at such cities as Kiev, Dnipropetrovsk, Zaporizhzhya, Odessa and Mykolayiv, and in the Crimea, which already has an infrastructure for an extensive development of yachting. Crimea is a peninsula in the south of Ukraine with its coastline made up of these two seas. Of the total length of 2240km of inland waterways in Ukraine, about 42% is accounted for by the river Dnipro, which virtually cuts the country in half north to south and was extensively developed for hydropower and high-capacity inland shipping after World War II. The six dams on the 954km length between the Dniprovskiy estuary of the Black Sea and the Ukrainian-Belarus border (98km upstream of the capital Kiev) have locks accessible to 3000-tonne vessels. Picture: CIA World Factbook Although accurate statistics are impossible to come by due to the reluctance of companies and individuals to declare their activities for tax reasons, the fact is that recreational boating and the supporting infra-structure and industry, while undeniably improving, is still very under-developed when compared to other European and emerging European markets. For the time being the opportunities for British companies in the leisure marine sector are fairly limited, particularly when balanced against the effort required to enter the market. The conclusion is that for British companies Ukraine is one to watch in the future. As its recreational boating infra-structure improves and its leisure marine industry grows, it will undoubtedly become an area of significant opportunity. The free trade agreement with the EU will be a major boost when it happens, cutting out much of the aggravation when trading with Ukrainian companies. There are a few reasonably well organised marine equipment distribution companies operating and for some companies it may be beneficial to start dialogue with potential partners sooner rather than later so that the brand and route to market is established by the time the market starts to develop. CHALLENGES FOR BRITISH EXPORTERS Difficulties that might be encountered by foreign companies are bureaucracy, lack of clarity and transparency in tax administration, tax burden, corruption and the slowness of the Ukrainian judicial system. Ukraine still has underdeveloped infrastructure ? road and rail links are particular problems for investors. Import duty The European Union and Ukraine have signed a Partnership and Co- operation Agreement which became effective on 1 March 1998. Goods originating from EU member countries enjoy preferential treatment/duties. Import duty is based on the CIF value of the goods. Infra-structure ? by UK standards the marine industry supply chain is still under-developed, although the situation has improved considerably over the past 5 years. However, it can still take a long time for goods to reach their final destination, so allowances must be made. Price sensitivity as with most emerging economies, the market tends to be price sensitive rather than quality driven.
