The Government of Rwanda (GOR) has advertised an Expression of Interest (EOI) for a Public Private Partnership (PPP) contract for the design, construction, financing, maintenance, and operation of a 25 year concession agreement for the new Bugesera International Airport. This new airport will be located in Bugesera District, 25 kilometers south east of the Rwandan capital city, Kigali.

Companies submitting EOIs for the project will be required to have a minimum average annual construction turnover of $80 million over the last three financial years and provide proof of good financial standing and viability. Bidders will also be required to demonstrate sufficient level of experience to operate the new airport in addition to capabilities in airport design, construction, maintenance, and operation of at least one airport of similar size. The procurement process will entail two consecutive stages, a pre-qualification stage (comprising this EOI) and the Request for Proposals (RFP) stage, which will involve only those pre-qualified parties who will be invited to enter into consultations with the GOR.
